Remove freeList, min/max capacity tracking
...
The freelist doesn't seem to get a good hit rate. Policies other than
capacity = minCapacity did not improve the rate we were resizing nodes,
but did increase memory usage, so get rid of that too. Add a
nodes_resized_total counter.
